However you can completely remove this lag source by putting a bright light near the redstone torches to "drown out" the torch's dim light. Redstone torches emit dim light, which causes light updates and lag. Comparator "fader" clocks are okay, but "blinkers" aren't nearly as good. Hopper clocks are great, as well as the design with the repeater loop and the redstone torch. The best clock designs are the ones that update the fewest pieces of redstone dust. Spigot may reduce the number of updates redstone dust is causing but it still causes way more than it should (updating things 2 blocks above for example).
